Arthur is upset because he prepaid for a tombstone that reads 19__ to 19__; This means if he doesn't die before the end of 1999, he's "screwed," and he will have to pay change the stone to 20__. What Arthur doesn't realize is that a tombstone is a sunk cost (it is already paid), so there is no point in lamenting living longer. Very nice example of sunk costs.
