This 30 second clip from The Simpsons nicely captures a phenomena that people often mistake for price gouging. When prices rise rapidly due to peak demand, people think the sudden increase is gouging but it is not. Gouging laws only kick in during times of emergency -- that is not the case here since no one has to attend a parade or buy concessions when they do.
